We're not exactly sure how. We imagine it's something like a dog whistle, but only the ringwraiths can hear it. Any time Frodo slips on the ring, it calls out like a siren, trying to get back to its master. We don't blame the ringwraiths really. They're merely doing their jobs and searching for the Dark Lord's long-lost jewelry.
